The citizens of the State of Florida, in an effort to protect our children

and families from the Department of Children and Families (DCF), formerly

known as HRS, petition the governor to take immediate action. Due to the

abusive nature of DCF, it's normal policy to violate the constitutional

rights of Florida citizens, violate Miranda laws, coerce and harass citizens

in an authoritarian manor, and abuse the psychological health of our

children, and because child abuse is in fact a criminal act, we demand that

the investigative and legal functions of DCF be immediately transferred to

law enforcement organizations. All funding currently being directed into DCF

for these functions should immediately be transferred to state and local law

enforcement organizations for the addition of specialists in the field of

child psychology, and other areas needed as a result of any increase in work

load they might experience from this shift in responsibility. DCF's

responsibilities should be limited to the managed care of children who have

been removed from their families after just cause has been shown by these law

enforcement organizations, and the adoption of children without families, or

whose families have voluntarily conceded their parental rights. DCF should

be restrained from initiating contact with any citizen, including children,

but should maintain a list of locally available resources for citizens who

initiate contact with them. Furthermore, DCF should not be represented in

any court, with the possible exception of cases involving abuse of children

while in their care. Any additional funding that DCF currently receives for

actions not within this limited responsibility should also be redirected to

law enforcement organizations.
