Trends 

SCF, like all bureaucracies, wants to grow more than anything else in the world.  It can best accomplish this through two simple devices.   First, it can continue to define deviancy up.  This gives it more families from which to select.  Second, it can institute more thorough "services", to catch families earlier.  Both approaches are actively employed.  Here is some evidence:

Caught red-handed - Cohort IV defines deviancy up in black and white

Infant services #1 - You probably didn't believe it possible, but Children's Services wants to provide mandatory services to YOUR baby or grandbaby.  All in the best interest of the child, of course....

Infant services #2 - In case you didn't believe it the first time.

Toddler services - The "Safe, Strong, and Free" bunch destroy innocence to save it.

Juvenile services - After sexual innocence is destroyed, it's time to have fun, at State expense, left-wing style.....

No parental rights #1 - The state is a better parent than you are.  Just ask it.

No parental rights #2 - In case you thought this idea isn't REALLY in play: parents as surrogates for the state....

Public Schools and Genital Exams - In case you thought forcible genital exams were urban folklore.

Foster Care as Drug Pusher - If you can't convince kids not to escape or misbehave, you can always drug them into submission....
